The International Monetary Fund (IMF ) has queried as to why the Ceylon Electricity Board (CEB) failed to make submissions to the Public Utilities Commission of Sri Lanka( PUCSL) for electricity price revision in time, an informed source said yesterday.

The PUCSL had instructed the CEB to submit its tariff revision proposal by November 14, 2025.

However, the CEB only submitted it on December 29— well past the deadline — and the submission contained errors and deficiencies.

PUCSL asked for corrections by January 8, 2026, but the CEB could not provide a revised, complete proposal in time. As a result, the CEB could not implement tarrif revision this time.

The CEB should always implement cost reflective pricing in terms of the IMF programme.

An IMF team led by Evan Papageorgiou visited Colombo from January 22 to 28 and held discussions on the impact of Cyclone Ditwah. A source familiar with discussions told Daily Mirror that the IMF inquired about the failure on the part of the CEB to submit proposals in time. The IMF team was assured that the next submission will be done within the stipulated time frame this time.

The CEB requested a revision of electricity tariffs by 11.57 percent effective from January, 2026.
